We know that Chinese officials chose to invest hundreds of thousands of dollars in the 1996 re-election of the Clinton administration. What we don't know is what they expected to gain from that investment,
The Chinese want to diversify their supplies and with the small miners they can get equity stakes that they can't get from the bigger ones like Rio Tinto. If they can get in early, they may be able to lock in supplies at good prices.
What we need to do now is get the Russians and Chinese to tell the Iranians they won't be in a position to help them out in the [Security] Council if they go forward with this work. If the Russians and Chinese told them that, it would have quite an impact in Tehran.
